Estonia Humanitarian Customs Regulations

This information was submitted in response to a questionnaire distributed by Global Hand regarding humanitarian customs information. It provides regulations for importing humanitarian aid into Estonia.

Required Documents

  • The following documents are required for the import or export of humanitarian goods in Estonia:
  • Bill of lading/Airway bill;
  • Commercial invoice;
  • Packing list;
  • Deed of donation; and
  • Certificate of origin.

Goods Not Permitted Entry

All goods prohibted as commercial goods are also prohibited as humanitarian goods. These include dangerous chemicals, waste, etc.

Tax Exemption

Tax exemption is available for humanitarian cargo. For more information please refer to European Council Regulation 918/83 Art 65-85 (OJ L 105, 23.4.1983)

Pre-Shipment Application

The importer or person responsible for delivery of the goods should present an application to the local Customs House for tax exemption.

Monetary Valuation

Monetary valuation is required, on an individual item basis.


Goods with passed expiry date are prohibited to import.

The sender or the importer should check the information from the Customs Board web page or make contact with the Customs Info (call center): about the legislation and relief from customs duty.
