ITU (International Telecommunication Union) is the United Nations specialized agency for information and communication technologies – ICTs. The organisation allocates global radio spectrum and satellite orbits, develops the technical standards that ensure networks and technologies seamlessly interconnect, and strives to improve access to ICTs to underserved communities worldwide.

The UN Millennium Declaration includes a specific commitment to ensure that the benefits of new technologies, especially ICTs, are available to all. Access to information, and thereby to the creation of knowledge, is considered a critical factor in the development process.
