Grants to fund humanitarian emergency relief efforts are available from the German government. Some criteria are listed on the site, but as a general rule these grants are only available to the extent that they will be used to rescue lives, and to keep those at risk alive e.g. following natural disasters. Grants are not available for ongoing development work.
