Saudi Arabia joined the World Bank in 1957. For over thirty years, Saudi Arabia and the World Bank have been partners under the framework of the Technical Cooperation Program (TCP). The TCP has covered various areas, beginning with the support to large infrastructure projects (transport and urban development) and developing over time to cover water supply, health, transport, environmental issues, and private sector development.
In 2007, the program moved towards longer-term strategic planning for better focus on results and impact. Focusing on sector policies and implementation efforts, World Bank assistance helps address addressing developmental challenges, e.g., the pressing need for productive jobs; improvements in the financial sector to promote savings and capital mobilization; managing scarce water and other natural resources; and modernizing the regulatory environment. The program is increasingly based on areas of core World Bank competencies including poverty strategy methodology, public expenditure review for the health and education sectors, national procurement system, corporate governance, health insurance, labor market policies, balanced regional development, infrastructure regulation, and managing electricity sector financing and subsidies.
