Morocco Humanitarian Customs Regulations

This document was submitted in response to a questionnaire distributed by Global Hand regarding humanitarian customs information. It provides regulations for importing humanitarian aid into Morocco.

Required Documents

  • bill of lading/airway bill.
  • commercial invoice.
  • packing list.
  • fumigation certificate.
  • deed of donation.
  • certificate of origin.
  • For the import of goods received as a donation by the Government, local public administration, civil sevants administration or by associations: a form named“Demande de benefice de franchise douaniere pour des marchandises recues a titre de don”(ie application form for exemption from custom duty for goods received as a donation). This form is issued by the beneficiaries (government, local administration, associations). This form can be downloaded from the website: http://www.douane.gov.ma
  • For the import of goods available for charities, the exemption from custom duty is submitted to the issue of a favorable notification by the“Entraide Nationale”(national mutual aid) or the“Ministere de la Ressource”.

Prohibited Goods

  • Animals and goods coming from contaminated countries, according to conditions stated by the sanitary, veterinary and phytosanitary police legislation.
  • Stupefacients, psychotropics drugs.
  • Military weapons.
  • All kind of pornographic stuff or in opposition to chaste character.
  • Any kind of goods labelled with reference to the King of Morroco, to his family, or, more generally, to any kind of national symbol (one musn’t believe the good is from Morocco, while it comes from abroad).

Tax Exemption

Tax exemption on all kinds of goods (except those stated above as prohibited) from government, local government, associations and charities.

PreShipment Application

Application for exemption from custom duty have to be submitted by the beneficiaries, directly to the custom office manager who will perform the import (with the export customs entry).

Monetary Valuation

Monetary valuation required on an individual item basis.

Restrictions

Restrictions notably regarding sanitary, phytosanitary control, etc.
