Palestine Humanitarian Customs Regulations

This document was submitted in response to a questionnaire distributed by Global Hand regarding humanitarian customs information. It provides regulations for importing humanitarian aid into Bangladesh.

Required Documents

  • bill of lading/airway bill
  • commercial invoice
  • packing list
  • fumigation certificate
  • deed of donation
  • certificate of origin
  • other documents: Health certificate, Analysis or lab Certificate.

Prohibited Goods

Canned food of any type is not permitted because of the complicated Israeli security on this type of importation.

Tax Exemption

100% exemption on humanitarian aids, applied for all humanitarian goods.

PreShipment Application

PreShopment application shoud be applied to the Ministry of Economy–Supplies Sector

Monetary Valuation

Customs require monetary valuation for the shipment on the consignment as a whole, in Dollar.

Restrictions

New product foods preferred.And there are some restrictions on second hand goods specially food, but not office and school equipments like computer, printers, etc…

Other Information

  • The official side that is responsible for receiving of such a humanitarian aids in our country is as mentioned above which is, Ministry of Economy–Supplies Sector Part of those responsibilities is:
  • Receiving of those goods at Ashdod seaport, Israel.
  • Port custom clearance.
  • Delivering goods to the lands which are under the control of the Palestinian Authority.
  • Distributing the goods among the people in needs. Our priorities are the followings:
  • Medical equipments and aids
  • Food aids
  • Office and school equipments Notes to take into consideration:
  • Lading the goods to Palestine will be via Israel
  • We will take Responsibility for customs clearance and any other costs from Ashdod Sea port to Gaza Strip.
  • Before Lading process take place, Please send the following documents us by fax in order to gain the exemption on humanitarian goods: 1- A certificate of origin for every sort, in English. 2- A medical certificate for every sort, in English. 3- A massage from the donator side in English (deed of Donation).
  • Lading of goods should take place after a written letter from our side confirming that we got the custom certificate exemption.
