The United Nations Office for the Coordination of Humanitarian Affairs (OCHA) coordinates the collective efforts of the international community, and in particular those of the UN system, to provide humanitarian assistance in response to complex emergencies and natural disasters. It works with governments, NGOs, UN agencies, and individuals to ensure a coherent framework for action and effective contribution.

OCHA is represented with a Liaison Office in Dubai, United Arab Emirates. The core functions of the office fall in three parts: building and strengthening partnerships with Member States of the Gulf Cooperation Council (GCC); providing support and expertise to humanitarian capacity building and providing regular humanitarian updates and donor briefing on MENACA region; providing logistical support to OCHA Country Offices in the wider region, such as Afghanistan, Pakistan and Yemen
