Building resilience through child centred disaster risk reduction and climate change actions (CCA) in Coastal Andhra Pradesh, India

Children are very vulnerable to disasters. Millions are already facing hunger, disease and conflict due to climate change, and ‘children in the world’s poorest communities are the most vulnerable. Building resilience to climate change is an urgent development priority.

Climate change-occurence of disasters.
Climate Change or Global warming is the increase in the average temperature of earth’s near-surface, air and oceans since the mid-20th century. Global dimming a result of increasing concentrations of atmospheric aerosols that block sunlight from reaching the surface, has partially countered the effects of greenhouse gas induced warming.

Global warming is a burning problem at present day context and recurrent occurrence of disasters, rapid change of climatic conditions lead to poor become more poor and livelihood of Agro and Natural resource based people are in dangerous situation. Integrated interventions of community induced disaster risk reduction, adaptation to climate change and addressing the livelihood improvement to be initiated at present day context. Mitigating greenhouse gas emissions is imperative to limit dangerous climate change in the future.

What is your project and how will it help?

This Project focuses on integrating the two issues of Disaster Risk Reduction (DRR), and Climate Change Adaptation (CCA) in Andhra Pradesh (AP).
Overall Objectives:

Specific Objectives:

- Disaster Risk Reduction for Building resilience in children and communities for reducing their vulnerability to disasters and impacts of climate change

- Built culture of safety in schools to minimize the impacts and vulnerability of disasters

- Promote the Climate change actions integrating with Child centered disaster risk reduction and Community based disaster management

- Identifying the specific disasters that a community is prone to and develop awareness and capacity building programmes to address the issues of importance for each community

- Assessing the specific conditions at the household level that make them most vulnerable to natural disasters

- Provide awareness and capacity building programmes to help the communities at large to cope with the disasters and ensure the programme’s self-sustainability.

- Link the initiatives with the government support packages to enhance the household’s access to wider resources.

Envisaged outcomes
i. Climate Change Resource Centre (CCRC) for information dissemination and for establishing micro-macro linkages and horizontal & vertical linkages, set up.

ii. Appropriate sources and channels for climate change knowledge generation and dissemination developed and awareness raising undertaken in target communities and among their support institutions.

iii. Efforts to enhance (economic and environmental) efficiency of existing livelihood activities in the target fishing communities and to explore and reduce GHG emissions tested on a pilot-scale for wider promotion and replication.

iv. Mechanisms to support and streamline sustainable livelihood diversification (including migrations) put in place.

v. Programmes to help the vulnerable coastal community to cope with, and mitigate the effects of, climate change and natural disasters undertaken.
The project will work in this area on a pilot-activity basis in selected locations, using the services of experts to design and implement improvements. Successful innovations will be widely promoted in other areas, which – if economically viable – ensure automatic self-propagation of the new methods.

How can other people partner with you on your project?

Agricultural Department:
ACTION has rapport with local agricultural department and demonstrator of Ag.department makes visit to our office very often to have an interaction with Tribal farmers. He will suggest to farmers about safe and effective use of Pesticides and alternatives including protective measures while spraying the pesticides to their crops. This department in order to take a measurement will make some policy about the usage of Pesticides. This will help to involve the farmers to use the pesticides according to the procedures.

Forest Department:
As ACTION has been working in this area for the past two decades, it has very close contacts with forest officials and they extend time to time support for our Agro forestry programming and interact with our tribal farmers and Tribal women on climate change and environmental protection. As a matter of fact ACTION had organised as many as 26 environmental protection and conservation meetings with tribals with the support of Ministry of Environment and forests (NEAC), Government of India in which D.F.O., Range Officer and other forest officials were participated. This kind of rapport will enable us to implement this proposed project (SGF) more effectively involving all forest officials in all stages of implementation. .

Panchayat:
As a matter of fact, our women members of ACTION have been elected as Village Panchayat presidents and members of local body. As many as 6 women members of ACTION have been elected as Panchayat presidents (2) and Panchayat Board members (4). All these members are regular to our weekly meetings held ACTION field office at Polavaram, ACTION would like to involve the women in all stages of implementation.Infact this proposal has been developed by the women members of ACTION in recent meeting held at Polavaram.

NABARD:
ACTION in collaboration with NABARD has been implementing the project Tribal development fund in Buttayagudem and Polavaram Mandals. The Horticulturist of NABARD, AGM of NABARD will extend their cooperation for this project.

Acharya Ranga Agriculture University:
ACTION has relations with A.R.A.University for climate change and two scientists named Sri.Subbarao and Sri Narayana Moorthy will extend their support for this project.

ITDA:
ACTION has been working with ITDA for the past one and half decades for the development of Tribal. In all the activities/developmental interventions made so far for tribal development,ITDAs major contribution and stake was there. As a matter of fact ACTION has not implemented single intervention without contribution or involvement of ITDA.They would also extend its support for implementation of this project by providing permissions to the schools for conducting classes to teachers and children. In addition to the above mentioned, ITDA will also send their Horticulturist and other resource persons for conduct of school based intervention.
