Suriname Humanitarian Customs Regulations

This document was submitted in response to a questionnaire distributed by Global Hand regarding humanitarian customs information. It provides regulations for importing humanitarian aid into Suriname.

Required Documents

  • The following documents are required for the import of humanitarian goods in Suriname:
  • Bill of Lading;
  • Invoice;
  • Packing List; and
  • Deed of donation.

Prohibited Goods

  • The following goods are not permitted entry into Suriname as humanitarian aid:
  • pesticides;
  • chemical and radioactive residue;
  • chemical, biological and nuclear weapons and substances used for the creation of these goods;
  • explosives;
  • firearms;
  • drugs and psychotripic substances;
  • radioactive minerals; and
  • PCB and PCT containing commodities.

Tax Exemption

Tax exemption is available on humanitarian cargo, except for goods by which the domestic production prefers protection, or goods which if offered tax exemption wll seriously harm a national entrepreneur.

PreShipment Application

International preshipment inspection is not required.

Monetary Valuation

Monetary valuation is required on an individual item basis. The valuation should preferably be in US dollars or Euros although other currencies are not prohibited.

Restrictions

Imported humanitarian goods must meet international sanitary and hyto-sanitary requirements and the time betwen the date of importation and the expiry date must be rationable. Goods specific restrictions are placed on car tires and motor vehicles. The former must be fumigated and the latter require a special import license where they are either (i) motor vehicles and motor bikes older than five years or (ii) buses older than eight years.
