The UNDP functions as the United Nations chief development advisor, advocate and support base. In Libya, UNDP is working with the national government to enhance the capacities of state institutions and staff, particularly in regards to the access to justice. It also works at both the national and local level to enhance institutional capacities, raise environmental awareness, provide policy and strategy advice, offer technical support, and develop environmentally sound poverty reduction projects. UNDP is also working towards en-gendering its agenda by the development of capacity — both in-country and in-house — to integrate gender concerns in all its practice areas; providing policy advice that is both pro-poor and pro-women; and supporting stand-alone gender projects and programmes. In association with government counterparts and local NGOs, UNDP has undertaken several initiatives aimed at awareness generation to combat the epidemic and support the rights of those living with HIV/AIDS.
