The World Health Organization (WHO), the United Nation’s specialised agency for health, aims to coordinate international health activities and to help governments improve health services. Health is defined in WHO’s constitution as a state of complete physical, mental, and social well-being, not merely absence of disease or infirmity. In Iraq, the WHO is helping to rebuild the health system, and is involved in the construction of hospitals and clinics and in restarting public health programmes.
