The International Committee of the Red Cross (ICRC) is a Swiss-based humanitarian organisation with offices in many countries worldwide. Its mission is to work on a strictly neutral basis to protect and assist people affected by armed conflicts and internal disturbances. It directs and coordinates international relief activities related to the distribution of safe water, food and medical assistance. Reminding warring parties of their rights and obligations under international humanitarian law (IHL) is one of the ICRC’s major activities worldwide. It is a founding body of the International Red Cross and Red Crescent Movement.

Since 1992, the ICRC has been supporting the authorities in Kazakhstan, Tajikistan, Turkmenistan and Uzbekistan in promoting the ratification of humanitarian treaties and their incorporation into national legislation, and fosters the teaching of IHL and the integration of humanitarian principles in military training programmes and civilian educational institutions.
