Saudi Arabia Humanitarian Customs Regulations

This document was submitted in response to a questionnaire distributed by Global Hand regarding humanitarian customs information. It provides regulations for importing humanitarian aid into Iraq.

The following are general guidelines on importing aid to Saudi Arabia as transit point to Iraq.

Required Documents

  • Bill of Lading (air shipment) or
  • Manifest (marine shipment) or
  • Export declaration (land shipment).
  • Invoice
  • Packing list
  • Certificate of Origin
  • Transit declaration for the Shipment, thru a customs broker with bank guarantee.

Restrictions

Customs also require an approval issued by the United Nations (UN) on the dispatch of humanitarian aid to Iraq, as long as UN sanctions on Iraq are still in place.

Other information

The customs broker must be authorised to finalise the customs procedures at the port through which the shipment enters, including fixing of transit plates on the truck carrying the shipment, and the sealing of the shipment.
