The Social Change Assistance Trust (SCAT) is an independent South African fund-raising and grant-making development agency. SCAT works with rural community-based organisations that focus on human rights, gender equity, HIV-AIDS and local economic development. These local development agencies are managed by elected members of the communities they serve.
